Groups (Group Forums similar to orkut) can be used to discuss individual markets.
Support for regionalizing core UI and documentation, when mature, can be on subdomains.
These forums can be used to advertise the existence of a group or interest in forming a group.

Translation of the Drupal Menu and Module Systems into Indian Language
Once the core drupal interface has been translated, the language can have its own sub-domain as language.indiandrupal.com to state that a fully developed translation pack of atleast one version of the Drupal core is available in that language. Subdomains can run on a separate codebase and database.

Once a Drupal translation is complete, the documentation can exist and be worked on from its relevant subdomain on indiandrupal.com
